This is the choice. If you want I can push one to you. It is CN2 from UltraVPS and with a normal price of 1.68Eur each month.
I am looking forward to getting one offer from Black Friday which is almost the same price but with higher RAM or disk. But if you use it only for build proxy, this is a really good one.

You replied to me so late. I have cancelled it. Not all IP of their is CN2. Only specific IP is CN2. I have sent you a link before. There are some discussion there.
