    Looking at the budget, I guess you are looking for dedicated cores, but I could be wrong. Can't offer dedicated cores, but have a look at our KVM packages in the Netherlands if you are just looking for regular shared cores (Xeon E5-2680 v4 vCores); the KVM Server XL package should fulfil the requirements and would easily fit your budget.

    Edit: Oh wait, 30$ in total for all 4? In that case, I'm sorry, don't think I can be of help here.

    You can get the 4GB for $35/year, but you're only getting 2c shared, which is not the "compute node" the OP wants. But that may be as close as the OP can realistically get. Of course, he'll be banned for resource abuse once he fires up his machine learning app, but...

    If you're willing to decrease your storage requirement, TNAHosting might work (Haven't tried them and can't vouch for them, though). Other than that Contabo is the only host within your budget.

    Looks like he needs 4 different locations around the world, probably a CDN for Linux ISO
