Providers oversell bandwidth in the sense of allocation. This is just common, and I'd say industry standard. If your upstream who provides you a blended mix tells you otherwise, you should be concerned. Because they are.
What is important for providers is capacity. So providers are always interested having enough capacity to fulfill their needs. The same goes with total transfer, sure it's allocated to the market like this, but it means nothing to a provider, or the actual upstream as you are being billed 95th percentile. Meaning greater of the two. This is why you see some providers allowing free inbound, as outbound is typically what is consumed most.
It's all a game. But the winner of the game can be the end user, who is able to get enough, and doesn't have to worry about overages based on the allocation they receive, and their real world usage.
As for disk, our offers are KVM, so what we allocate, is what you can use 100%
