Small KVM in Europe

Hello,
I am looking for 2 small KVM at 2 different locations (can be different providers) in Europe for low traffic applications. The following specs should suffice: 128MB RAM, 5GB disk (preferably SSD, but HDD may suffice also), 100GB traffic monthly, 1Gbps network preferred (100Mbps network may suffice also), IPv4 and IPv6 required (though 1 IPv6 address instead of /64 would suffice). Network has to be reliable, without frequent intermittent drops, and no traffic prioritization that drops UDP traffic. Budget: up to EUR 11 per year, or EUR 1 per month. Is this possible? Could anyone please help direct me?
I saw the offer from @dustinc but it is in the US, and the one which may fit the budget is lacking IPv6, and is located at CC's network, which I would like to avoid.
