How does netcup flatrate work for root servers?

Heyo. The website says the following...

No additional fees are charged for traffic to and from your server. On average, 1 Gbps bandwidth is available at least, assuming the root server disposes of a 2.5 Gbps network interface card. If more than 120 TB traffic is used within a month and, in addition, if more than 1 Gbps bandwidth is continuously used over a period of more than 60 minutes on average, the network connection of the root server can be limited to a minimum of 200 Mbps so that other customers do not have any disadvantages. Optionally, we also offer dedicated network interface cards with a guaranteed bandwidth. Please contact our support team for details.

A couple of questions in case someone knows:

  1. I'm assuming the answer's yes but can someone confirm that the flatrate indeed applies when going over 120 TB per month AND 1 hour of continuous gigabit usage (meaning that you can continuously push over 1 Gbps as long as you don't exceed 120 TB in a month)? The verbiage appears to be clear but I wonder if someone's experience differs from that.
  2. Does the 120 TB include in+out or just out?
  3. If you get limited, does it get lifted automatically or do you have to contact support?
