Perhaps you can advise the desired specs (based on the resources you're allocating to these VMs). Also the desired price range.
Wow, if Hetzner's not low enough for you then you can go for KS's Atom and load some 64mb ram VMs.

Hetzner price is unbeatable. Why stopping you from getting AX41 or AX51 ? you seem ok to paying $50 - $100 / m, yet you said hetzner is expensive.
If Hetzner is to expensive and location doesn't matter...
Grab some old, used gear on eBay and put it in your basement.
By the way you will experience best latency from your workstation.
Hard to find any more useful thoughts if Hetzner is out due to pricing not being low enough.
