That’s a lot of specs...... do you really need that much??? Maxing 25 of those accounts on a server will struggle.....
I can lower it to 15 for example.

6GB RAM.... 600mb I/o = you need your own dedicated server if you need those specs...
Most sites run fine on 1cpu / 10MB io / 1GB

Why you want to go with reseller ? Any specific reason. ? Why not to go with a vps with given specs?
Even vps can gives u better performance then this
