Did you check DigitalOcean? I can't recall the upstream blend but maybe worth a check.
Amazon Lightsail seems to be a pretty good choice here, especially since their routing is really prem.
I believe Leapswitch offer it in either Mumbai or Pune.
Could take a look at HostDime, looks like they have TATA in their blend.
Good group of guys over there, just don't know how their pricing is for that POP.
