RIPE is generally the cheapest, some can give you an ASN for one-time fee, same for APNIC but it is harder to get for a one-time fee
Depending on your definition of a "test only env", you may not comply with RIPE Requirements for requesting an ASN (cf. RFC 1930).
Basically you need to specify at least two upstream ASNs you want to peer with.
Probably all LIRs are happy to assist with ASN registrations but I doubt someone will spend the time for the paperwork and long-term maintenance for free.
What prevents you from using the Private ASN reservations?
64512 - 65534 for 16 bit ASN
4200000000 - 4294967294 for 32 bit ASN

My APNIC ASN was from an LIR with a one time fee (just saying)
