I think, this budget ($1/m) is too low for this locations & requirements.

• Sometimes HostSailor have a good promotions (1-2USD/month) for Netherland location, but not with 1GB RAM.
• Swedendedicated sometimes also have some good promotions (2.50-3EUR /month)

You should watch the offers section, and the providers Twitter and other communication methods.
