Which GPU for real-time Video transcoding (without driver hack)

We made tests with M6 GPUs from Nvidia and we're happy with the performance. However, this card is very old and you can't easily find it brand new anymore. What's the best performance/dollar ratio card considering the density? We don't want to buy too many servers and install multiple cheaper cards like P2000 or RTX 4000 to reach 500 simultaneous 1080p transrate to smaller resolutions (720p, 480p, 360p, 160p, etc)

Any suggestions? Thank you.

Maybe look in to buying some last gen cards used for mining?

Might be too worn out. Not suitable for encoding as that is most consuming resources as well.
