This is a question to providers who sell vps's with hourly billing solutions. Whats the process behind it? WHMCS/Virtualizor can do the same?

You can use WHMCS+Custom billing module (Modulegarder have one)
Or you can create one.

Also as @toshost said Virtualizor system is beta right now so it's not suitable for production use

Or just go with Hostbillapp
