CPU - 10k-ish passmark
Ram - 32 - 64 GB
Storage - 100TB usable at raid 5 w/ hardware raid
Network - 10Gbit preferred, 1gbit is ok, must count upload only at least 50TB

Alternative Smaller Storage Server
CPU - <10k passmark
Ram - 16 - 32 GB
Storage - 50TB w/ hardware raid
Network - 10Gbit preferred, 1gbit is ok, must count upload only at least 50TB
Budget $80/m
Smaller Stream Servers
CPU - 15-30k passmark
Ram - 64 - 128 GB
Storage - 2TB NVME preferred
Network - 10Gbit Preferred, 1gbit is ok, must count upload only at least 50TB
$100/m
Must be able to provide private networking with 10Gbit preferred or 2x1Gbit from storage server and free 1gbit on smaller servers.

I want to see what offers come up, but I'm pretty sure for 100tb of storage, $150/month is very difficult to provide.

Seems $250 was the best I can find for the storage dedi.
Hetz does it for $170 (w/ setup fees).
Maybe someone can do it at $200? Dunno. Anyway, kinda scrapped the project, so dont really need it anymore.
