Looking for a Windows VPS in Chicago

I'm looking for a Windows VPS (licensed or unlicensed) in Chicago. My budget is $25 month
Specs:
4GB RAM
2 cores (shared, 2GHz+)
50GB+ SSD
100Mbps+ (at least 4TB monthly)
The VPS will be used for trading, and my broker is based in Chicago and New York.
I saw Vultr is providing for $40, looking for some other alternatives.

if you plan to run windows app for charting and trade execution, consider VPS with 2 dedicated cores or provider that allows unlimited usage of the cores.
