Hello,
I haven't seen solid resources for VPS at the cheapest price point other than Germany. I know a lot of providers out there but will love to try out some more.
Can you please comment any "active promotional deal / dirt cheap vps package" here so we can explore more german providers.

In France there’s OVH and Wishosting.
There are some company in germany Like Contabo, Hetzner, First-Root

I personally vouch for php-friends being on top of the german hosting providers, using them for production webhosting (small websites, VoIP and Jitsi Meet).

Nitrado was were my friends from school and me would put some money together, buy a paysafecard and get ourselves a tiny Minecraft server to play on together (later cs:go). Good times
Nitrado was always easy to use and stable imho.
ultravps.eu aka bradler & krantz (providerservice) is top notch
for shared hosting I think all-inkl.com is pretty well known and rocksolid
do.de for domains (and also hosting)
also keyweb.de hasn't ben mentioned yet I think, they develop and maintain keyhelp but also offer vserver and rootds
leaseweb and aruba have german locations which are quite usable as well as all bigger cloud provider anyway.
