Looking For KVM Storage VPS 
So my 1st and main priority is going to be download speed need 1-2 Gbps speed or more+
the cpu can be 1core to 2core
and ram 1gig to 2gig
Storage : 2-3 TB
Price : Within 10$

If you want a seedbox - just get a seedbox.
There are loads of options out there.
You asked very specifically for a "storage VPS," which are nearly always intended for storage of data that is not frequently accessed (like backups). They are also always shared and typically don't have very powerful CPUs.
If you want a seedbox, don't ask for a storage VPS.
i will install seedbox for 3days after that i will use to store some of files so not 24/7
