  • Use SmokePing over a significant interval, from multiple locations to judge latency, jitter etc. That's more than sufficient, I feel, for a standard VPS. If it's function is network-based, also check the ASN on bgp.he.net in the beginning and keep a track of peerings and upstreams via blogs etc.
