$20 bounty - Get VAAPI working on Ubuntu 18.04

I'm at my wits end and I need assistance in order to get VAAPI transcoding working properly. This is for Jellyfin (Emby open source) media server. Plex is using hardware transcoding fine, but for some reason Jellyfin refuses too and I believe it is due to have I have (or don't have) VAAPI configured.
This is on a Hetzner EX62 i9 9900k with a Intel UHD 630 iGPU, already whitelisted and loaded.
If you have experience with this, please drop me a line. I'm going mad trying to figure out what combinations I need.

oof I hope you’re not trying to transcode vpX
That can always fallback to SW transcoding. Mainly H264.
Closing request - I ended up keeping the original server I had.
