What does it mean for WireGuard to be a peer-to-peer VPN system?

When Wireguard is described as a peer-to-peer VPN does it mean that the clients cannot connect to each other?

eg. If I set server A to be the Wireguard gateway, and client B and client C connect to it as their VPN gateway to the internet, does that mean that B cannot ping C and exchange info with it?

If Wireguard cannot connect them directly can some other software like some software bridges handle that?
