Don't know if is what you looking for, but i currently use skynethosting 8.95$ reseller hosting package and comes with starter whmcs license (first month is 1.95$)
Support told me i can upgrade license but i didn't asked pricing since i don't have +40 users.
(i only use that reseller hosting for whmcs site)
skynethosting sells reseller on this price only in US. If this fits for you, go ahead with sky.
Just FYI performance is not so good, but it works ...
You can only buy a WHMCS license either directly from WHMCS or from the host that you are using the WHMCS license on. They are the only two legal ways to purchase.

The rumor is, WHMCS might get rid of current owned licenses. They are owned by Oakley after all.
I tought they stopped selling owned licenses a few years back?
They did, but the owned licenses are still valid. They might change that in future.

yeah whmcs.com or consider bunking with another company and buying a reseller package from them if you're a small startup.
My internal license was from Onra/onehost. But they were acquired by Exacthostlng. Two days back, I got an email saying that the whmcs license will expire by 31 March and I have to buy directly. Actually my monthly cost including 50gb space was less than 10usd. They says that they were on loss by giving me the free whmcs and cannot continue this. So I am thinking to use blesta which Fransisco gave me for free.
