This is for personal web, database, email and backup hosting. I've had a similar package (better spec, same price) at the same provider since 2016, but it might be time to make a change.

Leaving my suggestions here for posterity anyway ...
Note: @SmartHost may have an unadvertised KVM resource pool with 5 IPv4 and 2 GB ram for about $7/m - comes with 50 GB SSD storage but might be your best bet (for KVM) at least as far as the multiple IP address requirement goes. Very reliable in my experience.
Also @HostDoc and NexusBytes (@seriesn) offer KVM resource pools - I'm guessing these may be significantly more than $7/m for the requested specs unless there is some sales event. See for example: https://kvm.doctor/cloud/ and https://nexusbytes.com/cart.php?gid=18
For OpenVZ resource pools might look at AnyNode and ImpactVPS - I don't have personal experience with any of these OpenVZ products.

the Dallas deal comes with 4 vcores (3.4 GHz, I believe on Xeon Gold CPU) and you may be able to arrange more storage either on HDD and/or a separate storage node in Dallas. I have a VPS on the Xeon Gold node and ... it is nice. Highly recommended.

And they offer a discount for annual and semi-annual payments.@SmartHost has been doing an 8 GB ram KVM 40 GB NVMe deal for about $7/m in several US locations - they offer a pretty wide range of packages, so should be worth putting in a sales ticket about options with 100 GB SSD.

) 2 GB slice in Las Vegas for $7/m then can add (expandable) 256 GB block storage for $1.25/m to the included 40 GB SSD. Slightly over your budget but you get what you pay for, and room to grow. Probably a few more decent possibilities you'll find in your budget - these are some that I have personal experience with to recommend checking out.

Have not yet tried them myself but they've been in business for long enough - they seem to be entirely legit. They got a vote from @Cam in the 2019 Provider Poll.
We can do that with 4 GB RAM, but only with 1 IP and 90 GB disk for $7/mo.
If you can bump up to $100 yearly, or drop your required IPs to 2 I can do something in Ashburn or Fremont
