I really am a fan of unmetered bandwidth, but to be honest if you look for very cheap offers it might be easier to start with something, that is limited. Often, providers would just count upload anyways.
If you are looking for quite cheap, but still good quality, go to https://www.seedhost.eu/seedboxes.php

Are you looking for VPS to make a seedbox? This would be a cheapest option.

While I prefer capitalization over l33t speak, what's up with that? You can't be assed to say your budget, but you can hit that shift key on the regular?
Seedbox WS - 100 GB HDD Space, unlimited bandwidth but limited to Private trackers, public tracker torrents will not seed (stop as soon as download completes)
It comes to more like 1.5 Euro ~ 1.8 Euro/month after all the fees incurred adding money to wallet in their website. I can avoid it by sending them paypal money but I don't trust it.
Unlimited/unmetered seedboxes are a bit of a misnomer. There's no such thing, no company is going to provide you with truly unlimited bandwidth that they pay hundreds of dollars per month for.
Unlimited bandwidth seedboxes have their way of limiting your bandwidth by restricting connections, limiting speed. Sometimes the hardware itself is configured so you just cannot used the bandwidth optimally. The cpu, ram, slow hard drive contribute to not connecting to swarms very well. Article on it here: https://www.seedboxreviews.com/how-seedboxes-secretly-limit-your-use/
Look at seedbox.io's SSD and regular plan. The offer HDD seedbox for just €5 p/m with 400GB hard drive.
Their 200GB SSD seedbox is €20. Why is it 4x the price? It's not because of hardware costs. It's because on an SSD the torrents will initalise so fast and use up more of the bandwidth.
Not sure if i'm a bit off-topic or not. I use a website called Real-Debrid that generates premium links for multiple hosts.
There's an option there to download torrents as well. But only download, there's no seeding. Not sure if it is what you need.

Yeah, you're off topic and the link you provided is 403. Also, wtf would someone pay for "premium downloads" instead of using free torrents? None of those download share sites even support Keep2Share, the only download site with content worth getting.

A third requirement would be that the provider accepts this usage too ...
Define cheap.
@cociu
As Low As It Get Also That At Least Work.
What are you planning to download / seed at the first place?
Linux ISO's
Mainly Download Torrent From Private Tracker To Upload / Seed In Private Torrent Tracker.

How much hdd space?
Unmetered Bandwith but cheap. It sounds contradiction.
Why not use a shared seedbox like @chrisp suggested?
You could prolly get 1Mbps Unmetered on the cheap!

Honestly you wouldn't need more than 10TB (and averaging 30-35 mbit) for 99% of private trackers.
The speed of the disk is going to halve the amount of data you can push. Even a 6TB limit will be plenty.
Define your -price is minimum- as budget so we can compare for you
Challenge accepted.
