Gonna go ahead and flash my ignorance here ... I deduce that the OP is up to no good, but ... what, exactly? Stealth VPNs? Spambots? Need education.
Fake reviews? Facebook Likes? Intagram/Twitter followers? They just need the IP to create an account. After that, can login with ANY IP to do all of those.
Botnets? Don't really need a residential IP though...
Hadn't thought about social media manipulation. Seems likely.

bottom line is ... really any number of sketchy pursuits that detract from the patina of legitimacy to which the polite society of this forum aspires.
