I've been using @QuantumCore for a few months and they're really good. Would recommend.
I don't think Vultr do custom plans, however Binary Lane do! They also have hourly billing so you can easily try out their service and see if it suits your needs.
Try OVH AU but keep in mind that thier support is strictly limited to hardware. Thier AU network is very stable with DDOS protection and we have never seen any downtime for the last 2 years.
If DDoS protection is a must, then OVH is your only option.
If resource flexibility (including downgrading) is a must, BinaryLane is the go

i don't get PVH, on the first VPS page they have them starting at $5, but then you click through and they start at $40 per month.
Scroll down to the sandbox section on their public cloud site and you will see it starts from $4.34 AUD/month. I am pretty sure if you call them up they can give you a $50 coupon or a 30 day free trial.
