In the EU, with the Digital Services Act, mere conduits are not liable for data passing through them. They are not obligated to pass on abuse notices. However, they must cooperate with law enforcement investigations. An address provider is not even a mere conduit, and there is no reason to think they are liable for anything, nor that they must pass on abuse notices.
RIPE NCC requires registrants to provide valid abuse contact information, as well as other details such as your physical address. However, RIPE NCC is not the copyright police. Copyright violation is not a violation of RIPE NCC terms. The RIPE NCC maintains your contact information, such as your full name and physical address, and ensures it is up-to-date, so that the copyright police can come after you, but they are not the copyright police themselves.
In places like Germany, a notice (even with no legal effect, such as a DMCA notice) should be considered a courtesy: "if you do what we say now, we won't bring this to court." Otherwise you will go to court and if you don't go to court you will be arrested. That's your right to be arrested if you wish to, and your ISP and the RIPE NCC have nothing to do with it.

I think you would have to be found guilty in a court of law. A notice, even a barrage of notices, is not proof of guilt. RIPE NCC are not the copyright police. In Europe there tends to be a higher emphasis on following the proper legal procedure - not all orgs do, but they care more on average. Some, like Hetzner, are very trigger-happy, but RIPE NCC is not Hetzner. When the copyright police do catch you, then RIPE NCC reserves the right to terminate your allocation for that. Usually they won't need to take any action because the copyright police will put you in jail. If the copyright police also tell RIPE NCC to take away your allocation then they will.
If you tell RIPE NCC you are a filthy copyright infringer, like they just did in their post, then I suppose RIPE NCC may choose to take action - otherwise it would be wilful ignorance. If a filthy copyright infringer doesn't tell RIPE NCC they're a filthy copyright infringer, then RIPE NCC has absolutely no need. The Digital Services Act is very clear that service providers have no obligation to pro-actively police their clients.
If someone would be the abuse contact for their own subnet, they'd receive their own abuse notices; neither their ISP nor RIPE NCC would know about them.
