Can the standard Linux tools enable a VM with nested virtualization to create other VMs?

I want to create KVM systems on a VM with nested virtualization.

Can the usual tools like VirtualBox, virtmanager and Virtual Machine Manager be used to create those VMs as though it was a hardware node with VMX and VT flags enabled?
