Seriously, I believe it is not really possible to tell who is the best one. There are no clear objective criteria for evaluation.

It's always a tradeoff between price and quality. There are some high quality providers here, that ask you to pay for what you get. For example Clouvider and php-friends or well known companies like Leaseweb, Amazon, Google, Microsoft.
Then there's the companies that try to deliver best quality you can get for lowend prices, like Hetzner, Netcup, BuyVM.
