Getting chokes 100 (in-game Goldsrc Counter-Strike 1.6)

Hello,

since 2 days i am getting chokes 100 in-game of counter-strike . all ports are affected and it is a SYS OVH server GAME-3 and it does not seem to be a DDOS. i have esclated the matter to OVH customer support but i am even checking here may be some of you might have experience in solving this issue. if you can possibly tell me some advise on how can i get this fixed. The gameplay is not smooth at all . too much jerk and it takes time to connect to the server after 3 bar it just throttles it and after we connect chokes start from 1-100 then stays at 100 and never goes down.

The server is on Debian 9 Stretch

Kernel: 4.15.18-19-pve #1 SMP PVE 4.15.18-45 (Fri, 26 Jul 2019 09:34:08 +0200) x86_64 GNU/Linux
OS: VPS Proxmox VE 5 (64bits)
