Home based connection into proxy server

I have 50 mbps internet connection at home>Net is router based and i always got new IP when i restart router or switched on.
Can i install linux and make this connection proxy server means i want this connection to use on my France based RDP....
Why i need this ?
I want to use deepbird service on Fracne based server RDP it always gives error on it but work fine on home based connection.
P.S:may b my question silly but i need knowledge or instruction from expert .
