Is there a reason for Qatar only? I think you're options will be limited. That said I was there (courtesy of Qatar Airways) a few months ago and connectivity to surrounding areas was surprisingly good. I was pinging central Europe <100ms (granted by distance standards that isn't great) so perhaps you can relax the country restriction.

Now, here's some magic, you can literally run a full website or other application out of Qatar using Cloudflare Workers, granted this isn't a cpanel setup but if you're building out fresh leveraging Cloudflare Workers (Deployed to all POPs including Doha) you can build some pretty radical solutions.
