Hourly billing VPS with dedicated CPU Core

Hello,
I'm looking for a cloud VPS provider which over instances with a dedicated CPU core.
Pricing shouldn't be more than $0.02 per hour and there should be an API.

$0.02/hour is not same as $14.50/month, because a customer may only need the node for several hours.

I use Scaleway for this purpose. Price for smallest node is €0.006 per hour. It comes with four dedicated CPU cores (ARMv7, ARMv8, or x64) and 2GB memory.
A drawback of this provider is that they often run out of stock, especially ARMv7.
