@KuJoe I own a hetzner auction dedi with E3-1246V3, 32GB DDR3 for 25€ a month which equals 28$. Keep an eye on hetzner auctions, right now there is even one for 23.50€/m.

So far all of the recommendations appear to be outside of North America which the OP stated is a requirement. We're basically Diet WHT at this point.

Probably could find some oversold OVZ on LEB for the $70 budget requirement but why bother - will just end up spending more to buy again when those go belly up.
That said, @TNAHosting in Chicago might be a more realistic option for OVZ (they seem to be legit, in business since 2012 - while I do not have any personal experience with their service, I haven't heard any horror stories about them either - seems worth a closer look)
They have a fresh offer thread on LET with a 6 GB / 2 vcore / 200 GB disk OVZ for $5 monthly so maybe might do a deal for 8 GB ram / 4 vcore / 100 GB disk / annual payment ...? $70 seems to be pushing it for 4 vcores though, I don't know ...

Assuming NA means "Not Applicable" (cause nobody offers this in North America), Contabo and NetCup fit your requirements, Hetzner too if you extend your budget a bit. If PHP-Friends do a promo, they should fit too.
