use proxy, and watch Netflix??
well, the VPS should be located in West US like SF and LA.
my budget is <4 USD, and i need KVM VPS.

    U can try VMhaus. Their IP is ok last I tried.

    Better use a vpn service. They will update IP if it stops working. If your vps provider gets blacklisted that's it. You won't have any use for VPS anymore.
