No you can use only one coupon or promo per order, ANNIV50 is applicable on 1 year or more billing cycle, you can get " Double CPU " only on 3 year pre-payment but don't use any other coupon code to avail it.

I'll try to answer all your queries:
A - we don't have an option in the order form but you can just submit a ticket after placing order to switch right now some packages are setup at InterNAP and some Psychz as per space availability. (we switch only for new orders and only once for free) Please note OpenVZ Nodes are only at Psychz but KVM Nodes are at both locations InterNAP and Psychz in LA
A - Only one promo per order, just place multiple orders using different promo codes or if you want to use same promo code with multiple VPS then too it's fine, then you should be able to use it while ordering.
A - the only advantage with 3 year payment is "DOUBLE CPU Cores" that too if you don't use any other promo codes else you can just use any of the above promo codes which are applicable on other billing cycles.
First time seeing an OpenVZ 7 provider. I wonder whether I can get Ubuntu 18?
It's amusing to see "18,446,744,073,709,551,616 IPv6 addresses" explicitly listed. Did anyone try to add billions of IPv6 addresses? I suspect the kernel would run out of memory.

Sorry currently Ubuntu 18 is not available on OpenVZ but you can use KVM if you need Ubuntu 18.
Regarding IPv6 mentioning those IP is just to clarify what a /64 is, you definitely cannot use so many IPv6 but as per some RFC Standard /64 is minimum for IPv6 allocation for end users, this is mainly intended to protect innocent users from RBL blacklisting caused by another user. IF by any chance you setup a mail server or may be IRC and if a neighbouring VPS user gets a blacklist most likely you will not be affected as just that particular /64 will be blacklisted/blocked (Note: We don't allow users getting our IP blacklisted in any RBL etc.. it leads to account termination)

Can openvz7 use ipset? As far as I know, other openvz versions are not available because the kernel does not.
As far as i know ipset is not yet supported in OpenVZ 7, best to use KVM
