What is your target budget for this need?
We can meet this with our NVME SSD KVM VPS plans, but it is not going to be $3/month.
I can probably get this done for you at $10/month though...with everything you requested.

Hi, we can do this in Dallas, London or Robaix.
As your request is HDD, Dallas would be best suited.
I can do it on a Xeon E5 2620 with 1gbps network port and 2TB bandwidth for £4.99/m or on a Xeon Gold 6128 with a 10gbps network port and 2TB bandwidth for £6.49/m.
The other 2 locations are NVMe SSD if that is of interest to you. We also have NVMe SSD in Dallas also.
