Why city-level geoip?

This week, and in the past, I've noticed LET requests for very city-specific IPs. I'm curious... what's the use of such a fine-grained geoip? (aside from cc fraud)

    ^ This is one example of a company that uses city as criteria for using the site -- I am sure there are other examples, for instance, like the entire state of Nevada, or maybe it's only Clark County or Las Vegas, where online gambling would online be legal if your in a certain state/county/city.
