mnx.io (in Michigan) - high-quality service, not cheap but more-or-less reasonably priced for hourly billing. (About 1.4 cents per hour for smallest configuration, would be $10 per month.) Their pricing for storage is really good though for hourly rate (about 2.8 cents per ssd-cached TB per hour, includes a 2 GB/2 vCPU instance). Last time I checked they didn't take paypal - only billing post-paid via credit card.
also there is packet.net - more enterprisey than low-end - ie, bare-metal servers with gpu, etc. I have an account with them but for whatever reason have not gotten around to actually trying their stuff out. (I'm leary of accidentally running up a large bill with them I think.)
