your budjet is at least 4-10 times to low lol, at that pricepoint you might want to consider maybe a quad core atom at best from somewhere like kimsufi
quadcore is ok too!

The electricity to run the server is going to cost more in most locations... not including rack space, bandwidth, IP addresses, etc.

Like already mentioned the budget you wished for does not even cover electricity so you'll have to increase that.
