Backbone providers will often group router IPs into a handful of subnets, and even though that particular router sits on the path when it returns the ICMP packet it is taking a different route than a return packet from the destination due to the what the peer will accept, either that or it is extremely slow at processing ICMP packets. However the final destination showing a ping time of ~170ms would be accurate, unless you have a seriously out clock. There is an excellent paper that helps draw these points out by the nlayer CTO.
