Um, you do know that the MAX you can transfer on 100Mbit is 33TB a month, right? So you couldn't do 100TB of traffic without a gigabit connection and then that is an ridiculous amount of bandwidth for this region. The bandwidth alone (especially since you said no OVH) would cost your whole budget, let alone a server with those specs. Then the IPs will be at least $1.00 if not $2.00 per IP address (or more?) at any provider that isn't OVH.
So lets see, you probably want 800$ in bandwidth, ~$260.00 in IPs and you still need to budget a server, so another 100-200$, your looking more like ~$1,300.00 per month, on the low side.
Your going to have to raise your budget a bunch or change your requirements to be more realistic.
