File storage host
I have a $12/year VPS right now, and while it works great, I'm running out of space AND I'm getting tired of managing mysecureshell (have never fully gotten the conifgs to a place I'd like).
All I need is a place where dumb users can upload files (SFTP, web UI, or similar) and they're available over HTTPS (I have a certificate). User management needed. Server should be in North America, west is best. CDN not really necessary.

s3 is exactly doing that
it will allow you to access the data fromt he bucket using https
but that service is way beyond your budget level since I assume you are looking for something cheaper that your current vps or you can ask your host to double your space for less than 12$/year
So check if you can find anything compatible with S3 and they should behave the same maybe there is some cheaper options that behave like S3

I have been lucky this time.
Budget could fit S3, but S3 is just way too complex for this. I'm sure the current VPS provider could get more space, but the point is I want to move off of a VPS.
Using about 10GB right now; I'm sure it'll grow.
