You can contact @HostDoc - might be able to get you something on the OVH network within that budget.
5TB is the whole bandwidth allocation for most AU OVH servers, so maybe you could increase budget slightly and try to grab one of the OVH deals that they do occasionally. Or use the bandwidth across multiple of their small VPS which all have 1TB.
For 50€ (only slightly above your budget) you can get a whole dedicated server in Sydney from current OVH deals.

If u don't mind HDD around 100+MB/S and 700ish IOPS, Hostdoc gives great value in their flash sale.

@Tomz If you really want a KVM, I can sort that out for you with the 5TB BW you seek within budget, however, as mentioned, you can grab the SP-32 dedicated for near the same price monthly.
Although, I highly recommend you go with the current OVH deal - https://www.ovh.com.au/dedicated-servers/enterprise/1806do01.xml
Best value for your money
Isn't it unlimited download but 5TB upload? May be what OP needs depending on what he's doing.
If you're referring to the hostdoc deal you're right, only the upload counts
