Looking for server for Plex, misc docker containers
I'd prefer 1gbit pipe with 10TB bandwidth or better. 2TB storage in raid1 is sufficient, and 16GB memory preferred. This will be locked down to just family, no email or any nasty services. I don't expect to use the entire pipe but it's nice to have. I expect 2 or 3 concurrent streams between off peak hours.
I will be running some sync scripts to bring content into plex from my EU seed box, once a week. Content is not public so not concerned for DMCA.
My budget is flexible, location is preferred as Canada or US-east. Payment with credit card directly. ID verification can do if necessary.
I should make note im open to dedicated or KVM with dedicated resources!

That's going to be tricky, sounds like you're going to need a dedi for the space. However, if you're willing to use sshfs you can mount your seedbox as storage for Plex and use any other KVM to run Plex on. Food for thought..
Latency would be the biggest issue for me. Germany seed with a NA host...
That's true, probably wouldn't hurt so bad if you found a Canadian KVM. There's some things you can do to optimize it though.

Depends on if you're insisting on transcoding, or if you'll be DirectPlay'ing.
If you're DirectPlay'ing/not transcoding, then you'll need more or less no CPU.
