OP specifies "upgradable" so may want to confirm any expectations along those lines.
@belemenon - in general, if you can setup your disk(s) using LVM then that should allow growing your /home partition more-or-less transparently

If you need to load custom ISO via control panel - and don't mind paying a little bit more - then would suggest trying BuyVM. It's definitely upgradable, 256 GB at a time. But you may have to wait until the first of the month, and be quick to order a slice in Las Vegas when stock becomes available. (https://buyvmstock.com/ notifier is useful for that.) Note current location for storage product may still be just Las Vegas.
Otherwise - if you are comfortable with NAT and a more basic control panel - Wishosting is pretty solid quality, and has really good prices. Also, more locations to choose from for storage products (with some variations in details of each offer).
You might give them both a try and see what works better for you - sometimes it's just a matter of taste or some other random factors (network to your location for instance).

Been with BuyVM since 2010 with a number of different services. They're great. I'd go with them.
check time4vps there storage plan suits you.
You can't make a mistake with either @Francisco or @UltraVPS though getting a slice is well... pretty hard.
Slices have 3.5GHz CPUs - so they're nominally faster than the E5s (~2.8GHz) of UltraVPS (but I've had zero steal on them - very consistent performance).
