I looking for affordable VPS to run Virtualizor Reverse DNS and cPanel DNS Only.

Is this 2 dns system will conflict each others?

    yes it will conflict

    you need to install the two in two separate freshly installed system

    so in total you need 4 vps, to make task & life easy for you
