Better start reading from the end of the thread, i.e. begin with the latest posts, as the initial posts are indeed quite outdated. You should fine a couple of LIRs in there who can offer LIR services like ASN registration.
If you are within RIPE region and fullfil the requirements to qualify for an ASN, I do offer AS sponsoring as mentioned in the IP thread. One-time fee 100 EUR or 50 EUR when combined with IP leasing. Probably not the cheapest price you may find, but I won't participate in price dumping.
