Need small VPS in Europe (Prefer: France - Germany or any) < 8$ per year
Hello,
I would need a small vps's in Europe, I prefer in France or Germany, but accept any in Europe.
The VPS's will used for pptp server for one client only, with these specification:
1-10GB is good
128MB Ram
1 IPV4
Bandwidth 400gb is good , but prefer more.

You aren't getting a dedicated IPv4 with this budget. Get a NAT VPS.
FDCServers.net have a small VPS package (1usd/month) in this regions. The cost is more than Your budget, but the other requirements meet with Your request.
I haven't experience with them, so I don't know is it reliable or not.
VirMach has Micro+ plan (aff link) within your budget but europe is out of stock right now.
Nothing sustainable over 6mos. Up to 15usd/12 eur and you might get lucky some time before December.

He cannot use a nat vps because of the pptp - tcp 1723 and gre. Anyhow, yeah I agree, he won't be able to even get an ipv4 for less than 1-1.5$/month.

FDC also only uses budget providers He.net and Cogent (I believe they are mostly Cogent now) in their locations, so expect higher latency and lower throughput.
Really your budget isn't realistic at all considering if you need a dedicated IPv4 IP for your self, that is at minimum a cost of $1.00 per month to the host them selves, if not more. So it makes no sense to sell one to you on a server for less than the value of the IP.
The only places that may offer this are going to be at shit brands of ColoCrossing and really shitty networks like FDC Servers. So, just as a reminder and to set the correct expectations, I will put this here:
If you can do without a dedicated IP address, there are a few NAT based VPS services that might just meet your needs, but even then, the quality for those types of services can be hit or miss based on how much the node your on is abused and how dirtied the single outbound IP gets.

If you can use OpenVPN or something other then PPTP then a NAT server is all you need
Nazwa.pl has an offer 5 usd per year approx but you cannot push more than 100gb per day or they would limit you to 10M bits per sec
Just don't host critical stuff on it and don't expect a decent support... as you should considering the price
