WooCommerce: How do you set different rates for multiple shipping locations?

I don't think this feature is enabled by default in the free version of WooCommerce. I noticed something called shipping zone, what the heck is that and how does it work?
Can you tell me which official or (cheap) third-party plugins which can solve my problem?
I'm planning to sell Product A for $100 to...
Location A (consisting of 3 states: SA SB SC) and Location B (consisting of 2 states: SD SE).
Case 1: If the user choose to ship to SB the added shipping rate will be $5.
Case 2: If the user choose Location SE the added shipping rate will be $10.
Upon checkout, the order form automatically charge $105 for case 1 while $110 for case 2.

I read that before but it doesn't solve my problem or are they actually forcing the users to pay for an extra plugin subscription?
