Need hosting for personal DNS over HTTP service with IP based SSL Cert

Looking for a LEB that has a valid certificate (signed by a trusted CA) assigned to it's public IP address. I need it to host a few files and a test DoH (DNS over HTTP) service. Hence it'll get used like a miniature version of Cloudflares DoH implementation at https://1.1.1.1
CPU: Minuscule (.25)
Disk Space: 500MB
RAM: 256MB (possibly less)
Bandwidth: Almost none - 1GB/yr
Location: Unimportant, but North America preferred.
Any VPS type is fine, Shared box is fine, Multi-user account is fine.
Budget: How low can we go? $20/yr ?
ONLY REQUIREMENT: Has a trusted CA signed certificate on it's public IPv4 interface.
