What really is cloud?
Pop few pills or sniff some powders, then you will know what "cloud" is.
On a more serious note, if one understand what "cloud" does, one should also know that it won't come cheap. OP's "reasonable price" is 1 buck a month.
Try and take a look at Microsoft Azure App Service (Web Apps).
